WOODY CREEK METROPOLITAN DISTRICT ANNUAL REPORT
FISCAL YEAR ENDING DECEMBER 31, 2025
Pursuant to § 32-1-207(3)(c)(I) & (II), C.R.S., any special district created after July 1, 2000, shall file a special district annual report for the proceeding calendar year by October 1 of each year. For the year ending December 31, 2025, the District makes the following report:
(A) Boundary changes made:
There were no boundary changes made in 2025.
(B) Intergovernmental agreements entered into or terminated with other governmental entities:
The District did not enter into or terminate any intergovernmental agreements during 2025.
(C) Access information to obtain a copy of the rules and regulations adopted by the board:

(D) A summary of litigation involving public improvements owned by the special district:
The District is the defendant in a lawsuit filed by WCT Building, LLC, in which the plaintiff is challenging certain fees, rates, tolls, penalties, and charges imposed by the District. The parties reached a settlement and filed a stipulation for dismissal with prejudice on May 22, 2026. The case is now closed.
(E) The status of the construction of public improvements by the special district:
The District did not participate in any major public improvement construction projects during the report year.
(F) A list of facilities or improvements constructed by the special district that were conveyed or dedicated to the county or municipality:
The District did not construct any facilities or public improvements during the report year that were conveyed or dedicated to Pitkin County.

(G) The final assessed valuation of the special district as of December 31 of the reporting year:
The District has received a certification of valuation from the Pitkin County Assessor that reports a taxable assessed valuation for the District for 2025 of $1,367,330, for collection in 2026.
(H) A copy of the current year’s budget:
The current financial status of the Districts is reflected in the adopted 2026 budget, found on the Division of Local Government website at https://dola.colorado.gov/dlg_lgis_ui_pu/.
(I) A copy of the audited financial statements, if required by the “Colorado Local Government Audit Law,” part 6 of article 1 of title 29, or the application for exemption from audit, as applicable:

Notice of any uncured defaults existing for more than ninety days under any debt instrument of the special district:
There were no uncured defaults existing for more than ninety days under any debt instrument of the special district.
(K) Any inability of the special district to pay its obligations as they come due under any obligation which continues beyond a ninety-day period:
The District did not have any inability to pay its obligations during the report year as they came due under any obligation which continued beyond a ninety-day period.
